The Campania Region approved (BURC No 53 of 29 July 2024) the Second edition of the Regional Fund for Growth Campania. Approximately EUR 94 million resources of European programming to strengthen the competitive capacity companies and the diffusion of innovation.
From 18 September 2024 small and medium-sized enterprises and free professionals, which has been in business for at least 12 months, may require a contribution from 30 thousand to 150 thousand euros (50% non-repayable, 50% zero-interest financing) to introduce, in production processes (at a headquarters in Campania), technologies Emerging countries that can strengthen the sustainability the regional production system and its competitiveness sui international markets.
Purpose and budget
The Notice earmarking EUR 93 460 000 under Action 1.3.1 of the 2021-2027 RP Campania ERDF (Measures to support the competitiveness, innovation and internationalisation of businesses) is consistent with the Smart Specialisation Strategy – RIS 3 Campania 2021-2027 and contributes to the achievement of the objectives of the Strategic Technologies for Europe Platform – STEP to support the development of critical technologies and quality jobs in strategic sectors, strengthening the Union’s sovereignty and economic security.
The investments will have to comply with the DNSH principle of ‘do no significant harm’ to the environmental objectives identified by the European Union (Regulation (EU) 2021/1060).
The Manager of the Regional Fund for Growth Campania – FRC II Edition, is the in-house company of the Campania Region – Sviluppo Campania SpA.
Beneficiaries
Small and micro-enterprises, established and registered in the Companies Register of the Chamber of Commerce for at least 12 months prior to the date of publication of the Notice on BURC No 53 of 29 July 2024.
Freelancers holding a VAT number for at least 12 months prior to the date of publication of the Notice on BURC No 53 of 29 July 2024.
The beneficiaries must carry out the investment projects in a local unit located in the Campania region.
If the operational centre where the proposed measure is to be implemented is not yet active, the applicant undertakes, on the date on which the application is submitted, to activate it on the regional territory, by the date on which the first State of Project Advancement requests it (6 months from the date on which the advance payment is made).
Eligible interventions
Eligible interventions concern investments in machinery, plants and intangible assets and/or for company reorganisation and restructuring to be carried out on the territory of the Campania Region, aimed at strengthening the competitive capacity of companies, supporting the adoption of emerging technologies and the dissemination of innovation processes.
The Campania Region, through Sviluppo Campania, reserves the right to finance projects considered consistent with the areas of application of the platform with resources attributable to the STEP Platform:
• digital technologies, multi-country projects and deep tech innovation;
• clean and resource-efficient technologies, including net-zero technologies;
• biotechnology, including medicines critics and their components.
In the application for participation, beneficiaries will have to declare whether the project falls within the scope of one of the sectors of the Platform, accepting to be financed, should the Campania Region confirm consistency, with the dedicated resources.
Eligible expenditure
Plants, machinery, electronic machines, hardware and equipment.
Works of plant engineering.
Advanced real services for organizational innovation processes, marketing, interaction with the consumer, development of highly innovative and specialized technologies.
Software, systems, platforms, applications and computer programs.
Administrative costs, costs for feasibility studies, costs for the issue of technical-accounting certificates and guarantees.
Type and extent of facilitation
Investments can have a spending program of between 30,000 and 150,000 euros.
The benefits will cover 100% of eligible expenditure. The 50% through a non-repayable contribution and the remaining 50% through a zero-interest loan with a duration of 5 years.

From 4 September 2024, the forms for submitting the Application for Facilitation are made available on the websites of the Campania Region and Campania Development.
