Strategic Objective 3 of Cohesion Policy aims to improve mobility and connectivity.

A connected, modern, secure and smart infrastructure will be the key to achieving cohesion and promoting the European Green Pact. Therefore, the European Union is committed to supporting the development of high-performance, sustainable and efficiently interconnected trans-European networks in the areas of transport, energy and digital services. Transport policy at European level aims to ensure the smooth, efficient, safe and free movement of people and goods across the EU through integrated networks using all modes of transport (road, rail, water and air). Energy Policy works towards a continental-wide energy system in which energy flows freely across borders, based on competition, with effective regulation of energy markets at European level, where necessary, and ensuring a secure supply of energy to citizens. Therefore, the European Union sets out the objective of a resilient Energy Union with an ambitious climate policy at its core. This means providing European consumers – households and businesses – with secure, sustainable, competitive and affordable energy. At the same time, in its Digital Strategy, the EU sets the goal of making Europe the most connected continent by 2030. To achieve this, for example, the EU is developing harmonised standards for connectivity services, has introduced the European Electronic Communications Code, supports wireless networks such as 5G or has abolished roaming costs within the EU. Furthermore, the main objective for connectivity in the Digital Decade is to ensure that all European households have access to high-speed internet coverage by 2025 and gigabit connectivity by 2030. The Connecting Europe Facility allows the necessary investments to be made to cover missing links in the digital, energy and transport backbone.
