The Managing Authority of PR FESR 2021-2027 has approved, with Executive Decree No 187 of 13 September 2024, the document “Technical tools and operational guidelines for the preparation of the climate assessment study – adaptation pillar’, including its Appendices:
Appendix 1 – “Characterization of the current and future climate on a municipal scale”;
Appendix 2 – “Mapping of significant climate hazards”;
Appendix 3 – “Municipal climate sheets” (Avellino, Benevento, Caserta, Naples, Salerno).
as tools to support the fulfilment of infrastructure obligations as set out in Regulation (EU) No 1060/2021, which benefit from funding under the 2021-2027 ERDF RP.
The Decree, in line with what is defined in the above-mentioned ‘Instruments’, also states that:
in the case of infrastructure, at the design stage and not yet provided with the opinions provided for by the current regulatory framework, the results of the ‘climate assessment study’ and any measures to reduce risks should be integrated into the subsequent project development phases and any such measures should be included in the scope of the operation eligible for funding under the 2021-2027 RP Campania ERDF;
in the case of infrastructures whose project has already received the opinions provided for by the current regulatory framework or infrastructures that are already in progress (including projects that have been ‘phased’ or launched under other programmes), a ‘climate assessment study’ must be carried out to verify the performance of the work and any measures to reduce and/or mitigate the climate hazards emerging from that study must be requested for inclusion in the planning for the purposes of the necessary economic coverage and scheduled for its implementation, within a time horizon consistent with the assessments carried out.
