The Campania Region has published, by Executive Decree 972 of 16.12.2022 of the Directorate-General for Cultural Policies and Tourism, a notice to support, with about 4 million euros, the enhancement of cultural and natural attractors the SNAI Areas (National Internal Areas Strategy) Wall of Diano, Cilento Internacional e Tammaro-Titerno.
Support will be allocated to enterprises (Micro, Small and Medium-sized Enterprises), established or to be established, to develop, also with the use of digital technologies, products and services complementary to the enhancement of the cultural and natural attractions of the territory, through the integration between companies of the cultural, tourist, sports, creative and entertainment sectors, and of traditional product chains (also in order to strengthen the feeling of identity and belonging of the local community). Similar support is intended for companies operating in the hospitality sector and in the promotion and use of tourism.
The initiatives must be carried out in operational/productive units established or to be established in the Municipalities of the Inner Areas:
- Wall of Diano: Atena Lucana, Buonabitacolo, Casalbuono, Monte San Giacomo, Montesano sulla Marcellana, Padula, Pertosa, Polla, Sala Consilina, San Pietro al Tanagro, San Rufo, Sant’Arsenio, Sanza, Sassano and Teggiano.
- the Cilento Interno: Aquara, Bellosguardo, Campora, Cannalonga, Castelcivita, Castelnuovo Cilento, Castel San Lorenzo, Ceraso, Controne, Corleto Monforte, Felitto, Gioi, Laurino, Magliano Vetere, Moio della Civitella, Monteforte Cilento, Novi Velia, Orria, Ottati, Perito, Piaggine, Roccadaspide, Roscigno, Sacco, Salento, Sant’Angelo a Fasanella, Stio, Valle dell’Angelo, Vallo della Lucania.
- Tammaro Titerno: Amorosi, Campolattaro, Casalduni, Castelpagano, Castelvenere, Cerreto Sannita, Circello, Colle Sannita, Cusano Mutri, Faicchio, Fragneto L’Abate, Fragneto Monforte, Guardia Sanframondi, Morcone, Pesco Sannita Pietraroja, Pietrelcina, Ponte Pago, Pontelandolfo, Puglianello, Reino, San Lorenzello, San Lorenzo Maggiore, San Lupo, San Salvatore Telesino, Santa Croce del Sannio, Sassinoro, Solopaca, Telese Terme, Veiano.
FINANCIAL ALLOCATION
The amount of resources earmarked for the financing of the notice shall be: 3.783.430 € from the resources of the 2014-2020 ROP CAMPANIA ERDF Priority Axis III – Competitiveness of the production system Specific Objective 3.3 – Consolidation, modernisation and diversification of territorial production systems Action 3.3.2 – Support for the development of products and services complementary to the enhancement of identified cultural and natural attractions of the territory, including through the integration between companies in the cultural, tourist, sports, creative and entertainment sectors, and in the traditional and typical product sectors.
The resources, in line with what is programmed in the respective Framework Programme Agreements, are programmed between the three internal areas concerned as follows:
- 1.220.000 € for the area of Wall of Diano
- 1.000.000 € for the area of the Cilento Interno
- 1.563.430 € for the area del Titerno Tammaro
The spending programme must be started after the submission of the application and must be completed within 6 months from the notification of the granting decision and in any case no later than 31 October 2023.
The proposed spending programme should include: eligible expenditure including between the minimum amount of 30.000 € and the maximum amount of 250.000 €.
BENEFICIARY ENTITIES
They can apply for facilitation Micro, Small and Medium Enterprises, as defined inAnnex 1 to Regulation (EU) No 651/2014, active and operating, with a local production unit, which is the subject of the intervention, in the municipalities belonging to the ‘Vallo di Diano’, ‘Cilento Interno’ and ‘Tammaro Titerno’ internal areas.
Natural persons wishing to set up a new undertaking may also take part in the Notice, provided that: within 45 days of receipt of the notification of admission to the concessions provide the Regional Administration with the documentation necessary to prove that the company has been set up with the same natural persons as those indicated in the application for the concession, and that they meet the requirements for access to the concessions.
The following are eligible for business start-up and development: types of intervention:
- Development of new products/services in support of cultural and sports tourism made in a network logic and exploiting new technologies;
- Promotion and tourist promotion of cultural and natural attractions, tradition and local culture;
- Strengthening and strengthening of typical local activities aimed at increasing supply and linked to the tourist use of cultural and natural heritage.
- Artistic residences spread throughout the territory;
- Recovery and reactivation of unused or abandoned production spaces for refunctionalization in multifunctional laboratories / atelier in order to create widespread cultural centers;
- Strategic communication and marketing services, including the management of integrated online booking and payment systems;
- Accommodation and catering activities (small catering);
- Reception and accompaniment of tourists on the territory;
- Intermediation of the tourist product through agencies, tour operators and associations;
- Services for the management of abandoned residences intended for both new residents and tourist reception;
- Services for cycling, mountain biking and sustainable mobility.
ELIGIBLE EXPENDITURE
- Designs, economic and financial feasibility studies and guarantee costs, up to a maximum of 10% the total eligible investment;
- Masonry works, external accommodation and plant engineering; of the operational headquarters strictly necessary and functional to the performance of the business activity to the maximum extent of 10% the total eligible investment;
- Machinery, miscellaneous plant and equipment, including vehicles strictly necessary for carrying out business activities. The goods must be new from the factory, strictly necessary and functional to the production cycle and exclusively serving the activity covered by the concessions.
- Computer programs tailored to production needs and ICT solutions
- Expenses for improvement Environmental: installation of anti-pollution plants and equipment, plants and machinery for the introduction of eco-innovation of products and the production of energy from renewable sources, etc. The acquisition and installation of installations for the production of energy from renewable sources shall be permitted provided that the energy produced is intended for own consumption at the operational site covered by the investment programme.
- Services that allow the resolution of management, technological, organizational and promo-commercial issues (communication, marketing, internationalization and promotion of the activities subject to intervention), as well as the costs for obtaining certifications (ISO 14001, ISO 9001 and other certifications related to safety and environmental sustainability interventions).
ARRANGEMENTS FOR SUBMISSION OF APPLICATIONS
The application for facilitation must be submitted through the appropriate digital service called "Application for facilitation Internal Tourism Areas" which will be made available on the Catalogue of digital services of the Campania Region from 00.00 a.m. on 12 January 2023 and until 11.59 p.m. of 20 January 2023.
The grant will be granted on the basis of the position taken by the initiatives in the ranking, following the descending order of points from the first until the available funds are exhausted.
