The public notice was approved by Executive Decree No 106 of 4 April 2025, published in BURC No 21 on 7 April 2025.For the selection of projects with a high technological impact in the aerospace sector” aimed at strengthening and qualifying the regional Aerospace ecosystem, supporting regional businesses towards an industrial, digital and green transition, promoting their positioning in the European value chain.

The Notice is financed under the following actions of the PR Campania FESR 2021 – 2027

Priorities: 1. Research Innovation, Digitalization and Competitiveness

  • Specific Objective 1.1 “Develop and strengthen research and innovation capacities and the introduction of advanced technologies”
  • Action 1.1.2 "Stimulating technology transfer and supporting the potential of the regional research and innovation ecosystem"

Priority 1a “Digital, clean and biotechnologies: Contribution to the STEP Platform”

  • Specific objective 1.6. Support investments contributing to the objectives of the Strategic Technologies for Europe Platform (STEP) referred to in Article 2 of Regulation (EU) 2024/795 of the European Parliament and of the Council (ERDF)
  • Action 1.6.1 “Supporting the development and manufacturing of critical technologies”.

Objectives, policy areas and beneficiaries

The Notice supports the investments and R&I activities of companies in the Aerospace sector, fostering synergies between companies of different sizes, research organisations, as well as knowledge exchanges and has two sections.

Action 1.1.2 "Aerospace and Clean Aviation” (SECTION 1) – Allocation of EUR 20 million
Projects eligible for funding under Action 1.1.2 must fall within one of the following areas:

  1. Projects consistent with one of the technological areas and one or more technological trajectories falling within the Aerospace area of specialisation, as detailed in the Intelligent Specialisation Strategy RIS3 2021/2027
  2. Projects that meet the above RIS3 requirements and at the same time fall within the scope of the thematic Clean Aviation and related Technical Area and Line of Action Clean Aviation.

The measures must include the implementation of 'industrial research' and 'experimental development' activities and concern:

  • strengthening the processes of economic exploitation of research (e.g. proof of concept, intellectual property protection) and product validation and demonstration actions
  • the implementation of technology transfer projects between research and business and between business and business, including industrial research and experimental development of new technologies, products and services also aimed at environmental efficiency and sustainability and the digital transition.

The following may receive support: Micro, Small and Medium Enterprises (MPMI) (for as classified in Annex I to Regulation (EU) No 651/2014 and subsequent amendments and additions). Companies, in single or aggregate form in consortia, consortium companies or network contracts with legal subjectivity, must have their operational headquarters in Campania and be established on the date of submission. They may also participate in stable aggregation large enterprises e research organisations, provided that the SME sized requirement of the aggregation is maintained. Each company, either individually or in an aggregated form, may submit a single project under the Notice, failing which all the projects submitted will be ineligible.

Action 1.6.1 STEP (SECTION 2) – Allocation of EUR 10 million
Projects eligible for funding under Action 1.6.1 must be aimed at the development or manufacturing of critical technologies or at safeguarding and strengthening their respective value chains, in particular as regards the green and digital transition of the aerospace sector.

The proposed actions must cover at least one of the following technology areas (STEP):

  • Digital technologies and deep-tech innovation
  • clean and resource-efficient technologies.

Eligible interventions must provide for the implementation of:

  • Productive investment necessary for the development or manufacture of the proposed critical technology or for the safeguarding and strengthening of the technology value chain
  • Possible activities of "industrial research" and "experimental development", functional to productive investments.

Support may be granted to Businesses of any size. Companies, in single or aggregate form in consortia, consortium companies or network contracts with legal subjectivity, must have their operational headquarters in Campania and be established on the date of submission. Each company, either individually or in an aggregated form, may submit a single project under the Notice, failing which all the projects submitted will be ineligible.

Eligible expenditure

Section 1 – The amount of eligible expenditure must be between €1,000,000 and €3,000,000

Research and experimental development activities

  • Costs of personnel engaged in experimental research and development activities
  • Costs related to instrumentation and equipment, to the extent and for the period in which they are used for the project
  • Costs related to buildings, to the extent and for the period in which they are used for the project
  • Costs for contract research, patents and consultancy services used exclusively for the purpose of the project
  • Other operating costs (raw materials, components, semi-finished products, commercial materials and specific consumables).

Section 2 – The amount of eligible expenditure must not be less than € 2 500 000

Productive investment

  • Corporate soil and its accommodations
  • Masonry and related works and company-specific infrastructures
  • Factory new miscellaneous machinery, plants and equipment
  • Intangible assets.

Research and experimental development activities

  • Costs of personnel engaged in experimental research and development activities
  • Costs related to instrumentation and equipment, to the extent and for the period in which they are used for the project
  • Costs related to buildings, to the extent and for the period in which they are used for the project
  • Costs for contract research, patents and consultancy services used exclusively for the purpose of the project
  • Other operating costs (raw materials, components, semi-finished products, commercial materials and specific consumables).

Type of aid

Projects will be selected according to the ‘ranking’ procedure.  The aid will take the form of a capital contribution within the meaning of Articles 14 and 25 of Regulation (EU) No 651/14, covering a percentage of eligible expenditure, which varies according to the category of investment:

The application for access to the facility, under penalty of exclusion, must be completed and submitted exclusively through the dedicated digital service, called "Presentation of projects with high technological impact in the Campania aerospace sector", accessible at the link https://servizi-digitali.regione.campania.it/ProgettiAerospazio from 00:00 on 24/06/2025 to 23:59 on 15/07/2025.
