The National Recovery and Resilience Plan (NRRP) fits within the programme Next Generation EU (NGEU), the €750 billion package, about half of which is grants, agreed by the European Union in response to the COVID-19 pandemic crisis, which officially closed on 5 May 2023. The main component of the NGEU programme is the Recovery and Resilience Device (Recovery and Resilience Facility, RRF), which has a duration of six years, from 2021 to 2026, and a total size of €672.5 billion (312.5 grants, the remaining €360 billion loans at subsidised rates).
the Recovery and Resilience Plan submitted by Italy provides for investments and a coherent reform package, to which resources are allocated for €194 billion financed through the Recovery and Resilience Facility and for 30.6 billion through the Complementary Fund established with the Decree-Law No 59 of 6 May 2021. The total amount of funds provided is: 225 billion.
The plan is articulated in 7 Missions (digitalisation, ecological transition, sustainable mobility, education and research, inclusion and cohesion, health and energy) and has 3 Cross-cutting priorities, which guide investments, reforms and projects, with the aim of reducing the territorial, generational and gender gaps in the country.
The plan allocates about 82 billion in the South of 206 billion divided according to the criterion of the territory (for a share of 40%) and also provides for a significant investment in young people and women. Campania is one of the regions involved in this great effort to modernise the country.
