Presented in Naples Territorial Support Service Center It assists the local authorities involved in implementing the measures co-financed by the European Union by providing dedicated technical and specialist assistance.
At the initiative of NP Capacity for Cohesion 2021-2027 set up to support and assist the regional and local authorities in Campania involved in implementing cohesion policy measures, the President of the Campania Region participated in the Campania Region’s auditorium (Island C3 business centre). Vincenzo De Luca, the Director-General of the Office for Strengthening Administrative Capacity for Cohesion Policies of the Department for Cohesion and Southern Policies, Riccardo Monaco, the Managing Authority of PR Campania FESR, Sergio Negro, the Managing Authority of PR Campania ESF, Maria Somma, the manager responsible for liaison with the Managing Authorities of the European Funds and responsible for the Campania Region Administrative Reinforcement Plan, Marina Rinaldi, the Vice-President Vicar of Anci Campania and Mayor of Pellezzano, Francesco Morra, as well as numerous mayors of Campania in presence and connected remotely.
The services, implemented by Eutalia, are provided through the AppCOE Platform both in mode push – available on the platform – which in pull (on demand) on the basis of requests for assistance made by institutions. In the latter case, the method of disbursement and involvement of specialist staff is assessed on the basis of the level of complexity of the needs represented.

The Managing Authorities of the 2021-2027 ERDF Regional Programmes also have access to the platform, which can inquire about requests for assistance submitted by their beneficiaries and monitor the progress of support activities.
This is an additional opportunity for local authorities in Campania which, especially in ERDF programming, are involved in the direct implementation of territorial development strategies (Internal Areas, Masterplans and PRIUS) and which need to speed up, as Sergio Negro pointed out, but also support to address issues relating to complex legislation, such as that relating to DNSH. The aid will also be essential for works financed by the NRRP (National Recovery and Resilience Plan), as recalled by the Vice-President of ANCI Campania, Francesco Morra (Mayor of Pellezzano). On the need to speed up the procedures, President De Luca stressed the delay – one and a half years – resulting from the difficulties encountered in signing the agreement on cohesion funds, hoping that this new initiative, added to the commitment of the Managing Authorities of the European Funds of the Campania Region and their technical assistance.
The services of the CTS are available for the territorial bodies of Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.
