In line with what has already been achieved with the extraordinary measures promoted by the European Union through the initiatives Coronavirus Response Investment Initiative (CRII and CRII+), Italy has defined a very complex planning of the additional resources made available by the European Commission through the React-EU plan, directing resources to the Regions to combat the long-term negative economic and social repercussions, create more favourable conditions for the recovery of the development trajectories of the country system, and reduce the territorial gaps that the pandemic has widened.

The European Union, through the React-EU initiative, specifically allocated additional resources to cohesion policy for the years 2021-2023 in order to promote the rapid overcoming of the negative effects of the health crisis on the economy, employment and social systems in the regions affected by the pandemic and, at the same time, to facilitate the structuring of broader processes of change.

With the additional React-EU resources, in line with the regulatory objectives, it is intended to provide a further contribution to combating the health crisis, while at the same time launching actions to structurally strengthen the health system at regional (and national) level, although at the moment mainly observed in the emergency response and creation of safeguards.

The project Interventions to strengthen the organization of public health facilities – Campania Region is included in the list of initiatives funded by REACT-EU (ESF) Axis 5 of the PON Governance and Institutional Capacity 2014-2020.

The resources are aimed at the reimbursement of extraordinary expenses incurred to combat the pandemic, with particular reference to those of health personnel, through the provision of personnel already in force in the health facilities or additional personnel acquired directly or indirectly to strengthen the health structure, including technical and administrative personnel, engaged in the health treatment and management of patients who have access to care.

The objective is to contribute to building progressively the optimal conditions to make the changes promoted through the funded initiative stable and effective, thanks to interventions of reasoned placement of staff and a modification of the work processes necessary for the overall improvement of the structures.
