The Campania Region. Through European cohesion policy resources, it supports the research and innovation ecosystem to boost innovative entrepreneurship and increase the employment levels of young people.
€5 million (ESF+ Campania RP 2021/2027) has been allocated to strengthen the entrepreneurial capacity of Campania, accompanying aspiring/potential entrepreneurs in a process of valorisation and support of business ideas for the start-up of activities for the development of business creation support plans.
The intervention is carried out through the establishment of partnerships composed of universities, as the main producers of knowledge, and entities specialized in business incubation activities for the development of "Plans to support the business creation” They focused on the priority thematic areas and the underlying technological trajectories of RIS3, as well as on the cross-cutting themes of the digital transition and the transition to circular production models.
Specifically, universities will have the role of carrying out thematic studies on technological scenarios, on identifying potential demand for new products/services and ad hoc surveys on the related needs of entrepreneurial and managerial figures by companies, in order to systematically highlight and promote opportunities for business creation.
The subjects specialized in business incubation activities, in turn, will make their structures and technical skills available to participants, collaborating with universities in the development of preparatory activities for the activation of startup and spin-off paths, also supporting aspiring entrepreneurs in the delicate phase of early stage, in particular in the search for the capital necessary for the start-up of the company and in the creation of a network of business contacts.
Activities are eligible entrepreneurship guidance, accompaniment and awareness raising e Support for creation Business and Self-Employment to encourage the emergence of innovative start-ups within the thematic objectives of theResearch and Innovation Strategies for Smart Specialisation – RIS3” of the Campania Region and the cross-cutting issues of the digital transition and circular business models.
The actions to be financed must be aimed at stimulating the entrepreneurial attitude of the recipients/participants and supporting the best ‘innovative business ideas’ generated and/or identified and developed during the incubation/acceleration pathways of start-ups.
The project activities also provide for the allocation of of cash prizes to be assigned to the ‘natural persons’ components of the proposing project teams by “competition” final, structured in such a way as to respect the principles of transparency and equal treatment
The project proposals must be articulated in 3 consecutive phases as follows:
- Preliminary activities and animation and scouting
- Generation and development of business ideas
- Best Business Plan Award
Subjects allowed to participate
Applications may be submitted by partnerships grouped in ATS, compulsorily formed by Universities including Telematic Universities/University Departments and by at least one person referred to in points A or B.
- A: Business incubators certified pursuant to Article 25(5)(a), (b), (c), (d) and (e) of Decree-Law No 179/2012, as amended by Law No 193/2024;
- B: Subjects specialised in business incubation activities whose statutes clearly show the mission persecuted for support, support and acceleration of innovative startups and whose curricular activities, in the 36 months prior to the publication of this Notice in the BURC, include promotion and/or support activities business creation.
Recipients
The scheme is aimed at young jobseekers and inactive people, in particular:
- undergraduates/ doctoral students/ graduates and PhD students/ university students;
- persons under the age of 35 who hold a high school diploma and have a curriculum consistent with the aims of the Notice and the results of the survey carried out by the University in PHASE 1.
Available resources and financial constraints
The resources available amount to € 5,000,000 (ESF+ Campania RP 2021/2027 – Priority 5 Innovative social actions – Specific Objective ESO4.1. Action 5.a.1). The maximum amount eligible for funding for each ATS as a whole may not exceed €250,000.
Submission of applications
Project proposals, under penalty of exclusion, must be submitted by the group leader, exclusively online, using the dedicated digital service, called ‘INNOVATIVE ECOSYSTEM PROJECT FINANCING APPLICATION’.
The digital service, reachable through the direct link https://servizi-digitali.regione.campania.it/EcosistemaInnovativo, will be accessible from 00.00 on 01/09/2025 to 23.59 on 10 October 2025. Outside the time period indicated, the service is not accessible and it is therefore not possible to submit the application.
