The European Commission to support regions in overcoming the “Talent Development Trap” characterised by a declining working age population, a low and stagnant share of people with tertiary education, and migratory phenomena of the young population, designed a incentive mechanismTalent Booster. Contained in the 2023 Communication ‘Enhancing Talent in Europe’s Regions’, the Mechanism aims to help regions structure initiatives.

The migration of the young and educated population has historically affected the Campania region. Although In recent years, the trend has been reversing., thanks to the interventions financed through the European funds, the Campania Region has joined the programme to benefit from technical support from a team of experts led by the Organisation for Economic Co-operation and Development (OECD) and the European Commission, which will assist the Regional Authorities to reflect on the specific dynamics in place and to find the most appropriate solutions.

The Work Programme that will end in June 2025 saw, on 2-3-4 July, the presence in Campania of some members of the team. The experts spoke to the regional offices and carried out a number of inspections (Giffoni Multimedia Valley e Technological pole of San Giovanni a Teduccio) in order to gather the necessary information to develop integrated policy hypotheses that can address the demographic transition and avoid the risk of falling into the talent development trap.

At the end of the process, tailor-made, place-based and multidimensional solutions will be designed, including the use of existing EU funds and initiatives to support the regions most affected by the ongoing demographic transition and its side effects and prevent the emergence of new and growing territorial disparities in the European Union.
