Strategic Objective 2 of Cohesion Policy aims to achieve a green and resilient Europe by promoting a clean and fair energy transition, investment in the green and blue economy, a circular economy, climate change mitigation and adaptation, prevention and
risk management and sustainable urban mobility.

The European Union aims to be the first climate-neutral continent by 2050.

With the ambitious European Green Pact (European Green Deal), the European Union aims to improve the well-being and health of citizens and future generations by providing: fresh air, clean water, healthy soil and biodiversity; refurbished and energy efficient buildings; healthy and accessible food; more public transport; cleaner energy and cutting-edge clean technological innovation; products that last longer and can be repaired, recycled and reused; future-proof jobs and training in the skills required for the transition and also a globally resilient and competitive industry. Therefore, the Green Pact is an important framework.

With the Plan REPowerEU, the EU aims to support energy saving, clean energy production and diversification of energy supplies. To achieve climate neutrality, the Commission proposed the European Climate Law, which also sets a new and more ambitious net greenhouse gas emissions reduction target of at least -55% by 2030 compared to the 1990 level. The central objective of the European Green Pact is the preservation and protection of Europe’s seas, oceans and environment, which are sources of natural and economic wealth for Europe. For example, the European Green Pact plans to plant 3 billion new trees by 2030. In general, the Pact includes protecting Europe’s biodiversity and ecosystems, reducing air, water and soil pollution, transitioning to a circular economy, improving waste management and ensuring the sustainability of the blue economy and fisheries. Europe also aims to bring about a change in the agricultural and food system that makes the EU the global leader in terms of security, security of supply, nutrition and quality.
