PUBLIC NOTICE ‘Campania Startup 2023’ Regional Executive Decision No 177 of 4 April 2023 – ERDF PR 2021/2027. PRE – INFORMATION pursuant to Article 49(2) of Regulation (EU) 2021/1060
Purpose
The ‘Campania Startup 2023’ notice will aim to support the creation and consolidation of knowledge-intensive innovative startups, to increase the competitiveness of the regional production system through the development of new innovative products, processes and services, in line with the priority trajectories of the ‘Regional Research and Innovation Strategy for Smart Specialisation’ – RIS3 Campania, referred to in Regional Executive Decision No 655 of 7 December 2022. The Notice will be issued in implementation of Action "1.1.3 Promoting the creation and consolidation of innovative start-ups and spin-offs, and the attraction of companies and capital" referred to in Specific Objective 1.1 "Developing and strengthening research and innovation capacities and the introduction of advanced technologies" of Priority Axis 1 "Research, Innovation, Digitalisation and Competitiveness" PR FESR Campania 2021-2027.
Requirements – Eligible initiatives
The investments must be aimed at the development of technological solutions relating to one or more Priority Technological Trajectories and to an exclusive or prevalent Innovation Ecosystem, as identified by the Document RIS3 Campania: “Regional research and innovation strategy for smart specialisation”, referred to in Regional Executive Decision No 655 of 7 December 2022 of the Campania Region.
The investments must be carried out in local units located in the Campania region.
The minimum investment to be applied for the concessions is €70 000 and, in any case, interventions that, at the end of the investigation, generate a contribution of less than €50,000 will not be eligible.
Beneficiaries
- Micro and small enterprises, as defined in Annex 1 to Regulation (EU) No 651/2014, which are no more than 60 months old on the date of publication of the Notice in the Official Gazette of the Campania Region and which, when submitting the application for aid, are entered in the Register of Enterprises at the Chamber of Commerce, Industry, Crafts and Agriculture of the Special Section dedicated to innovative start-ups operating in the RIS3 Campania Specialisation Areas.
- Natural persons wishing to set up a micro or small enterprise in the form of an innovative start-up pursuant to Decree-Law No 179 of 18 October 2012, converted, with amendments, into Law No 221 of 17 December 2012, as amended, operating within a specialisation area of RIS3 Campania.
Form of aid
Non-repayable contribution.
Aid intensity
The aid intensity for each beneficiary will be 70% of eligible expenditure. If, following the evaluation, the eligible investment expenditure is less than or equal to €100 000, the aid intensity will be increased to €80 000.% of eligible expenditure.
The maximum amount of the grant will be €350,000.
Main eligible expenditure
1) Expenditure related to tangible and intangible investment
– specific plants, machinery, equipment
– purchase/implementation of intellectual property and computer programs functional to the business activity
2) Consultancy for the start-up and/or development of the project
– Concerning innovation support services
– Concerning market penetration support services
3) Management costs
– Expenditure of fixed-term or permanent contract staff employed in project activities
– Overheads – Other operating costs
