During a public meeting, the President of the Campania Region, Vincenzo De Luca, the Managing Authority, Sergio Negro (disambiguation), the President of the Partnership Bruno Cesario (disambiguation) and representatives of the European Commission – DG Regio, Lucio Paderi (disambiguation) e by Stefano Lambertucci submitted publicly the Regional Programme Campania ERDF 2021 – 2027.

"A positive meeting in an important year", stressed Lucio Paderi, "which marks the closure of the 2014-2020 programming period, which is about to fully absorb resources, and the departure of the 2021-2027 programming period, for which acts involving over two billion euros have already been prepared". 

Campania is ‘a region that accepts the challenge of efficiency required by the European Union’, said President Vincenzo De Luca, who pointed out that in recent years the Region has ‘worked to achieve high performance standards and today we can say that we have succeeded as the data show’.

The president of the Region has remembered also of the efforts made from Campania in order to engage resources also in complex fields, like those tied to the putting in safety of the territory. ‘We are a volcanic, seismic and hydrogeologically fragile area. We have engaged in structural projects that require greater commitment and difficulty than financing individual companies that allow easy spending by finding a balance between the demand coming from the territories and the necessary structural interventions, without making heavy investments”.

An action of great responsibility, which could be put at risk by the non-allocation of complementary funds. “We could have launched tenders and procedures, but without the certainty of additional resources we cannot commit ourselves – added De Luca – recalling how Campania, without unblocking, could find itself in serious difficulty if it were to disburse funds to deal with emergencies”.

The Regional Programme Campania ERDF 2021 – 2027, with an endowment of over €5.5 billion (5,534,632,274 €), was the first large-scale programme to be approved in Italy by the European Commission (Decision 7879 of 26 October 2022).

Over five billion to win five challenges and make Campania: smarter and more competitive; greener; more connected; more inclusive; closer to the citizens.

In just over 6 months € 2.14 billion, more than one third of the financial envelope of the RP Campania ERDF 2021-2027, has already been programmed by the Campania Region It has clear ideas on how to invest the Programme’s resources to promote balanced and environmentally friendly territorial development, promoting employment, innovation and the well-being of the population.

These are operations with a high strategic content that aim to increase the sustainability, competitiveness and innovation of the business system, improve the public transport system, strengthen the health system with new hospitals and medical research projects, optimise water and sewage networks and the waste cycle, remediate polluted sites and complete the interventions on the Sarno river.

Interventions to which more will be added in the coming months up to the total use of resources.

At the same time, work is being done to complete the full use of the resources of Programming 14-20, which is about to close (which will take place at the end of 2025), managing, once again, to use the 100% the resources allocated by the EU.

Below are some of the main operations approved by resolution of the Regional Executive under PR Campania FESR 21-27.

AID TO BUSINESSES FOR STRATEGIC INVESTMENT

Description To increase the competitive capacity of enterprises, the diffusion of innovation, the implementation of strategic, innovative and high employment impact productive investment programmes.


START UP INNOVATIVE
Amount 30.000.000 €
Recipients Innovative start-ups (MPMI), potential entrepreneurs.
Description Support the creation and consolidation of innovative knowledge-intensive startups, to increase the competitiveness of the regional production system.


EQUITY FINANCIAL INSTRUMENT
Amount 42.000.000 €
Target groups: innovative SMEs, innovative start-ups (SMEs), potential entrepreneurs.
Description Support start-ups and SMEs by supporting their capitalisation, access to credit, the expansion of investments and an increase in growth rates.

QUANTUM VALLEY CAMPANIA REGION
Amount 100.000.000 €
Target groups: SMEs, Universities, Research Centres.
Description Bringing the use of quantum technologies into everyday life, extending to multiple fields: IT security telecommunications, medicine, finance, manufacturing, logistics, energy, aerospace and any other environment that requires extreme precision.

RARE DISEASES
Amount €34,000,000
Recipients Universities, Research Centers.
Description Research, development and innovation projects in the field of Rare Diseases.


ECOLOGICAL REQUALIFICATION AND ENERGY SUSTAINABILITY SMEs

Description Facilitate the reduction of costs related to energy demand, the improvement of competitiveness and the reduction of greenhouse gas emissions.

FIRST PROGRAMMING CAMPANO TRANSPORT SYSTEM
Amount 236.000.000,00 €
Recipients Port System Authority Tyrrhenian Sea Central, EAV, Municipality of Torre Annunziata, Municipality of Naples, Municipality of Sorrento, ACaMIR.
Description Completion of the sewerage network port of Naples. Submerged barriers Port of Torre Annunziata. Accessibility Afragola TAV station. Technological interventions EAV network. Completion of Line 6 of the Naples Metro. Purchase of rail and road rolling stock (including hydrogen). Mechanized pedestrian connection with the Marina Piccola of Sorrento.


HYDROGRAPHICAL BEACH OF THE SARNO RIVER
Amount 543.013.802,39 €
Recipients Campania Region, Territorial Bodies.
Description Dredging operations and restoration of the hydraulic functionality of the river rod and laminating tanks. Completion of actions related to the integrated water cycle of the river basin.

INVESTMENT PLAN
Amount 194.828.462,38 €
Recipients of the Campania Region.
Description Use of drinking water from the Campolattaro reservoir and improvement of drinking water supply for the Beneventana area. Further interventions aimed at the water-potable reserve.

INTEGRATED WASTE CYCLE
Amount 181.846.000 €
Recipients of public administrations (or instrumental/in-house bodies), sector bodies.
Description Promote the transition to a circular economy and the technological and management innovation of the integrated waste cycle. Combating the abandonment and burning of waste. Improved separate collection. Reclamation of polluted landfills and sites. Mitigation of natural and anthropogenic risks. Interventions for the modernization of the plants for the treatment of unsorted waste (70M€). Completion of plants in Caivano and Giugliano (61M€). Smart Green Stir modernization (50,846 M€).

WATER PURIFICATION AND SEWAGE NETWORKS

Description Measures to overcome infringements relating to the integrated water cycle and/or falling within the scope plan approved by Ente Idrico Campania (EIC).

WATER NETWORKS

Description No 7 interventions aimed at resolving critical issues relating to water distribution and/or to combat dispersions. No 1 action to overcome pending infringement procedures.

LIVE SCHOOL IN CANTIERE

Description Improvement of energy performance, adaptation and seismic safety of the school building heritage.

ENHANCEMENT OF THE HEALTH SYSTEM
Amount 204.000.000,55€
Recipients Campania Region, Hospitals.
Description New San Giovanni di Dio and Ruggi d’Aragona hospital complex and rehabilitation centre in the G. da Procida hospital complex (€143.3 million).
New hospital in Castellammare di Stabia. Acquisition of the ‘Nuove Terme’ complex (€180 million in total, of which €61.250 million/€ from the 2021-27 ERDF RP).
