Cohesion policy

Cohesion policy is the main investment policy of the European Union. It aims to reduce disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands. It benefits all EU regions and cities and supports economic growth, job creation, business competitiveness, sustainable development and environmental protection.

EU cohesion policy 2021-2027

In May 2018, the European Commission presented proposals for regulations for cohesion policy post-2020. One of the main objectives of the reform is to simplify procedures and increase the effectiveness of EU investments.

The eleven thematic objectives used in cohesion policy 2014-2020 have been replaced by five strategic objectives:

  • a 'Smarter Europe — innovative and smart economic transformation;
  • a 'Greener Europe and low-carbon;
  • a 'More Connected Europe — mobility and regional ICT connectivity;
  • a 'More social Europe through the implementation of the European Pillar of Social Rights;
  • a 'Europe closer to citizens — sustainable and integrated development of urban, rural and coastal areas through local initiatives

 

Implementation of the Regional Policy 2021-2027 It goes through the following funds: European Regional Development Fund (ERDF), European Social Fund Plus (ESF+), Cohesion Fund (FC) – which in programming period 21-27 does not concern Italy –  Just Transition Fund (JTF), European Maritime, Fisheries and Aquaculture Fund (EMFAF).

The Partnership Agreement is a document, prepared by each Member State and approved by the Commission, which “defines the strategy and priorities of that Member State and the arrangements for the effective and efficient use of the ESI Funds in order to pursue the Union Strategy for smart, sustainable and inclusive growth”.

The Partnership Agreement between Italy and the European Commission for the 2021-2027 programming cycle was approved by: EC Implementing Decision on 15 July 2022.
