The Regional Council of Campania has approved the Decision on the Integrated Enhancement Programme (PIV) of the City of Caudina’. The document recognises the strategic nature of Valle Caudina, which has been identified as a target area in the context of regional territorial programming, and defines the implementing and management provisions for the measure.

The program represents a new instrument of territorial governance aimed at promoting an integrated, sustainable and competitive development of the Caudina Valley, through the enhancement of the environmental, cultural, infrastructural and economic resources of the territory. The area identified includes the municipalities of Airola, Arpaia, Bonea, Bucciano, Cervinara, Forchia, Moiano, Montesarchio, Pannarano, Paolisi, Roccabascerana, Rotondi and San Martino Valle Caudina, already associated in the Union of Municipalities ‘Città Caudina’. It is also possible to extend the territorial perimeter through a buffer area comprising any municipalities connected from a territorial and functional point of view.

At the same time, the Board approved the scheme of Memorandum of Understanding to be signed with the municipalities concerned for the shared definition of the PIV, with the involvement of local authorities, institutions and private stakeholders. The Programme aims to build a unified territorial strategy for the relaunch of the Caudina Valley, based on some priority objectives: the recovery and integration of road and rail transport infrastructure for sustainable mobility; environmental and landscape regeneration; urban regeneration and enhancement of historical, archaeological and cultural heritage; strengthening the agricultural supply chain and excellent agri-food products; the conversion and innovation of the production and manufacturing system; reducing socio-economic hardship and strengthening security and legality policies.

As highlighted in the strategic fact-finding document particular attention will also be paid to environmental sustainability, the enhancement of natural ecosystems, the mitigation of hydrogeological risk, the development of green communities and smartland, as well as the regeneration of disused industrial and production areas through innovative and sustainable models.

The strategic lines:

  • Recovery and integration of road and rail transport infrastructure aimed at creating an integrated and sustainable mobility network that guarantees the creation of an effective logistics hub and intermodal connection;
  • Regeneration and environmental enhancement aimed at landscape redevelopment and the development of green communities and smart land;
  • Urban regeneration aimed at the urban recovery of settlements, such as smart cities, the promotion and enhancement of tourism and the use of archaeological, historical, cultural and landscape - environmental heritage;
  • Redevelopment and enhancement of agricultural mosaics and natural ecosystems, through the use of Nature-based Solutions aimed at promoting the recomposition of environmental continuity, the increase of biodiversity levels, mitigation and management of hydrogeological risk;
  • Strengthening and requalification of the agricultural supply chain aimed at enhancing the excellent agri-food products of the territory;
  • Requalification and innovation of the production and manufacturing system also through the regeneration and conversion of underutilized and disused industrial, productive and commercial settlements, such as ecologically equipped production sites and areas (APEA) for the production of energy from renewable sources, the provision of proximity services, the integrated management of community services (energy, water, waste) and high environmental standards;
  • Strengthening of integrated policies aimed at reducing socio-economic hardship and promoting actions for security and legality;
  • Modernisation and upgrading of the administrative machinery for accelerating and optimising the effective implementation of interventions.

The Decision programmed resources of up to €100 000 under the Campania 2021/2027 ERDF RP to support the drafting of the Integrated Programme for the Valorisation of the City of Caudina.
